This is an interesting read and this proposal reminds me of when the Arizona Coyotes attempted to get their stadiums approved in Tempe. Unfortunately, the plan failed due in the general due to it being a overall flawed in the leadership handling the project. Especially with the shady history of the Arizona Coyotes not paying their own share of bills to the city of Glendale.
